People can change if THEY want to. No matter how much the people around them want it, it has to come from within. That doesn't mean these people won't need help and support from the people around them, but it won't mean anything without their own effort and mindset. Someone who doesn't believe people can change will never make the choice to change, or be supportive of anyone else's changes. In a way, they are a self fulfilling prophecy.
