Mermaids are really conservative, it's illegal to interact with non-mermaids.
Also, pretty sure police officers are supposed reenforce the law, not break it...
For clarity- when she refers to the escape, she means it like mentally, not like an escape from the boat (she feels like she’s trapped in the same cycle over and over again, the escape is a change in her normal life).
