Arc's bell, it seems, is more than just a cute decoration on her choker. It doesn't ring, but due to the Fire stamp we see inside, it can be used to set off a flare. I figured it'd make sense for the smallest member of the group - who is also unable to vocally call for help - to have some kind of contingency plan if she gets lost.
Why hasn't she used it until now, though? Well, she ran away of her own volition, if you remember. She wasn't trying to be found, at first. And then when things went awry and she might've wanted help, by then she was standing in front of a huge scary guy like Marchosias, who kept talking about killing people who witness him. She definitely doesn't want to drag her friends into that!
He's flown away, but Arc knows her teammates are out there. The sky is pretty dark tonight. Would they even know he's there, lurking and ready to strike? Thanks to that flare lighting up the sky, he's pretty easy to spot now, and it gives her friends a means of finding her too.
It's all very risky, but it might be the best shot anyone has right now...
