Dog ownership is heavily regulated after the tyrannical dog-obsessed king ordered the culling of dog population. A war against strays, dog breeders, and puppy mills had ensued. Citizens who were against the culling fought the monarchy and it led to a more dire situation; thousands of people died, and millions of dogs disappeared. Years after the unnecessary and complicated war, a cult had emerged to strike a move against nobles who served the monarch. The Dunns are first in their list.
