Emily stepped into the office to find the meeting already underway.

Both men looked up when she entered, and whatever they'd been saying fell away.

The room was large and spare — dark wood, ranked files, a window behind the desk framing a pale sweep of winter city. No art on the walls. Nothing on the shelves that wasn't functional. The Bureau did not decorate its authority; it simply applied it, and rooms like this one were part of the application.

She brought her hand up in a salute. "Director."

Vale waved it down before she'd finished the motion. "How did court go?"

"Without incident."

"Good." He settled back in his chair — the unhurried movement of a man who controlled the pace of every conversation he was in. "I called you here for two reasons. The first concerns your ex-husband."

Emily kept her face level.

"Luke betrayed this Bureau. You know we don't forgive that." Vale's tone didn't sharpen; it stayed flat, almost administrative, which was somehow worse. "As it happens, Silver Moon Corporation paid a considerable price to have him released cleanly. Headquarters wants us to stand down." The corner of his mouth tightened — not quite a grimace, but close. "I don't know what those greedy bastards are planning for him, or why they've suddenly decided he's worth that kind of investment. Whatever it is, it's no longer our jurisdiction."

Part of Emily registered this as relief. Another part — the one that had spent years learning what the corporation's particular brand of interest actually meant for the people inside it — was less settled. Being valued by a predator wasn't the same as being safe. It was frequently the opposite.

"That said," Vale continued, "standing down entirely damages the Bureau's credibility. Other agents notice. Other branches notice." He folded his hands on the desk. "So we'll delay his awakener permit."

The silence that followed lasted exactly one second.

She knew the playbook well enough that she didn't need to think through it consciously — it moved through her automatically, the way professional knowledge does after enough years. A delayed permit wasn't a revocation. On paper, it was almost nothing. In practice, it meant Luke couldn't legally use his ability in public, couldn't purchase restricted materials, couldn't take regulated work, and could be pulled in for inspection or procedural review any time the Bureau felt like it. Indefinitely. Until the point had been made to everyone's satisfaction.

The Bureau was good at making points that didn't leave marks.

Emily said nothing. Beside Vale, Arlen had his gaze fixed somewhere just past the middle distance — present, fully aware, declining to comment.

"The second matter," Vale said, moving on without waiting for her expression to settle, "is yours."

She looked at him directly.

"You're being transferred to a special unit."

"What unit?"

"Cross-branch. Cross-department." He held her gaze with the candour of a man who had decided transparency was more efficient than management. "Seven agents, drawn from across the Bureau's divisions. I don't know precisely why you were selected — that decision came from above this office."

Emily absorbed this, then glanced toward Arlen.

He gave a short nod. "I was selected as well."

That recalibrated things. Arlen's presence meant this wasn't a penalty posting, wasn't someone reshuffling agents to fill gaps. He had two decades in the Bureau, and he was not the kind of person placed on units assembled without a clear purpose.

Vale continued. "Awakeners are appearing faster than we can register them. Villain activity is rising across multiple sectors simultaneously. The Bureau wants a team with broader operational latitude — one that moves across jurisdictions without the usual clearance delays." He paused. "This is that team."

A cross-branch unit. Greater freedom of action than standard field operations. Seven specialists, assembled quickly and from different corners of the organisation. She had been in this work long enough to know the difference between routine restructuring and something assembled because a storm was coming.

"The team name," Vale said, "is Phoenix Order."

The name landed differently than she expected. Not recognition — she'd never seen it in any file, any briefing — but something closer to the feeling of a word heard in a context that changes its meaning. She couldn't explain it precisely. She filed it away.

"You'll all assemble in one week," he said. "Until then, finish your current assignments and close out your local responsibilities."

One week.

"Understood." She saluted. Vale returned a short nod, the gesture that ended things.

The corridor outside was quieter than the floors below, and she stood in it for a moment without moving, the door settled closed at her back.

She ran through it methodically, the way she ran through everything.

Luke's permit was being delayed — not punishment enough to satisfy anyone who'd actually been wronged, but enough to keep him off-balance, compliant, reminded of who still held the gate. Silver Moon Corporation had paid to protect him, which meant they saw something in him worth protecting, which meant whatever was coming for him had corporate ambition woven through it. And she herself had been transferred — selected by someone above Vale's office, for a cross-branch team she'd never heard of, with a week to close out everything she currently was before becoming something else.

Phoenix Order.

She started walking.

The name followed her down the corridor. She tested it against everything she knew — every operational file, every briefing, every classified reference she'd processed in five years of fieldwork — and found nothing. It hadn't existed in any of those places. Which meant it was new, or it had been kept far enough above her clearance that absence wasn't the same as non-existence.

She reached the stairwell and pushed through the door.

One week to finish what she'd started here. Then seven agents from seven branches, thrown together for reasons that originated above the Director's desk, handed operational latitude that standard Bureau units didn't receive, and given a name that felt like it had been waiting for the right moment to be spoken aloud.

In her experience, the Bureau didn't move like this for anything it expected to be simple.

She descended the stairs and let that understanding settle into the back of her mind, where it would sit quietly and prepare her for whatever came next.
