1) Communicators are implants that translate speech in real time. They eliminated the need for interpreters in live conversations, everyone can speak in their native language, but only the incoming signal gets translated, not the outgoing one, so communicators only translate the speech itself — they don't affect a person's internal knowledge of grammar. Even with a communicator, people still can't write in a language they never learned.
Due to brain development specifics, they can technically be implanted right after a child has fully acquired the ability to speak and understand speech (around 4–5 years old and older), but legally the minimum age for the procedure is 14, and only with parental consent.
It's a relatively inexpensive procedure, and now almost everyone has communicators.
