This is Lucas. Those wings are indeed fringy and not used for anything more than look and momentum. He can fly up or down at will, but it's the wings that give him direction and more speed. It's like has his own personal anti gravity going on.. oh wait.. he does. Lucas is a lingering element that hasn't been 'revealed' in full, but will be at some point in the future.
