In my country loitering is still a major problem. well i'm not some kind of green activist, but as a person who use public place a lot, this kind of things disturb me.

Even across the Celebes sea that's a problem eh? You can walk 5 steps without seeing trash that some bastard threw some time ago xD All we need now is a Malaysian to confirm that yes, this is a problem endemic to all of SE Asia.
