Many countries have implemented (or are planning to) plastic bag taxes to reduce plastic bag waste. There was a significant reduction in plastic bag waste at first, but research shows a "rebound effect" after several years, and the amount of plastic bag waste returns to previous levels. Shops also made use of loopholes in the scheme, distributing handle-free plastic bags to customers for convenience. A plastic bag levy was introduced in Hong Kong in 2009, but it's not much effective today. The public dumped 4.4 billion plastic bags - only a fraction less than before the levy was imposed.
Here in germany almost everyone use fabric bag or heavy reusable plastic bag. In Italy too, and the plastic bag in supermarket are made of compostable "plastic".
