This symbolism represents when a
government is so tied up in doing
what is seemingly mundane actions
that do match the dire consequences
of the world. Not doing everything
and anything that is the boundaries
of good to succeed at defeating
a corrupt establishment as the fictional
United States of America.
If truly one were to aspire to change the country, it would be it would be securing good jobs
meaning good education for
a population that has problems
in succeeding in abstinence for a
better life.
