I've had this kind of thing happen to me before. I'm always open to chatting to people about their ideas and hearing about their projects. However, just because an artists listens to you, doesn't mean they are required to drop everything they are doing to work on your project because you order them to. If you have a story or a passion project, you have to create it. By doing the project yourself, you will improve immensely at drawing/writing. Or you should commission and pay an artist to work on that project you want, since an artist's time is worth something. You shouldn't whine or guilt trip the artist if they say no to your art request. Many artists are busy with their own passion projects and goals, so you can't be upset if they don't want to take on more work.
