Sounds like robots are getting more and more intricate. Otto's basically talking about giving robots a real sensory/afferent nervous system. If you're worried that this comic will be too techinical, don't worry; it won't. This is just a little insight into the complicated things Otto usually does at work and how robots are progressing.
I guess the one eye color change thing is a common enough sign of a robot malfunction that it has a name. "Winker".

"Skeet" is a word I made up to be a casual swear. Turns out it does actually have some real definitions in the dictionary, but in this world consider it slang. We'll be seeing it again for sure. :3
