They included a "Right of First Refusal" (RoFR) in the terms when they re-designed the site. 3 weeks later people understood that they were giving up their right to of giving away the rights to their work to whomever wanted to publish them.
The RoFR meant that if you had a company wanting to print your comics for money, Tapas wanted to know that too so that they could call dibs on it before anyone else did, having a 30 day waiting time on top of that.
People misunderstood it (it was rather vague) and thought it meant that they were unable to print their comics by themselves.

However, 3 weeks have passed and they didn't take it into any affect (as we're aware of) .

TL;DR:
Tapas wanted to refuse or give a better offer than the other company who wanted to publish your works!
People thought that this clause should ONLY be in a signed contract and not in a tos.
(Tapas explanation to this clause was that they had seen some first timer gotten bad contracts and wanted to help the debutants to get more money for their works).
