There's a reason cats scratch you, when you pet their bellys...they are revealing their most vulnerable part of their bodies to you, as a sign of trust. When you pet their bellys, you are violating that trust....hence the scratching. It's better to just pet their head or chin, during this time (even though kitty bellys are very cute and tempting).
If you're lucky, you'll find a cat who likes their belly petted. Males are more likely to enjoy this, than females.
