The Floating City is divided by sectors, from A to D. A being the nicest and D the least secure/poor. There's more non-humans than humans in the worst sectors, obviously. Humans will always be as rotten as in real life 8)
And yes, this is Dei from Dream World but I completely changed him. They're like two different people now. Take DW as an AU.
