No, we don't use the bible as a rule book. Why? Because that's what the Catechism is for. And, the Bible is more of a history book than a rule book. Several parts in the bible where Christ tells someone to do something, he is talking to a SPECIFIC individual, not ALL of us.
EDIT: Ok, I wasn't very clear here. We do still hold the bible very high, it is more than a history book, my comparison is stupid. However, we have the Bible, the word of God, and then we have the Catechism, which is the law of Catholics (the what, why, and how we believe, if that makes sense.)

The Bible isn't merely a history book by the Catholic view. Catechism 135 states “The Sacred Scriptures contain the Word of God and, because they are inspired they are truly the Word of God”and 141 states " “The Church has always venerated the divine Scriptures as she venerated the Body of the Lord” (DV 21): both nourish and govern the whole Christian life. “Your word is a lamp to my feet and a light to my path” " That said, Catholics believe that while the bible is of extreme importance, it is not the only source of Christian knowledge. We also have tradition.
