For decades, the NSA maintained that it never spied on US citizens. Now, we know that was a complete lie.
The gag here is that:
1) they know (through domestic surveillance),
2) we know they know (through whistleblowing/leaking), and
3) they know we know they know (again, through domestic surveillance).
End result: they can actually see and hear our mass disapproval in real time, hence the punchline.
