In an Alternate Earth, there where humans called "Meister" have supernatural abilities, Meister has been making sure that people are there to protect innocent people but this lead into World War 3 that lead cites destroyed and people die in battle. To make sure no one gets hurt; The United Nations decided to pass an act called The Act of M (Meister) to allow Meister to join a group called Border to bring peace. In the year of 2189 in the city known as Nishijima City, A young girl named Raika Yamazaki who live a peaceful life with her father until she was recited to join The Board of the Intelligence Unit, Scepter 5.
