Snow was sitting in a fetal position on top of a half-submerged and demolished building. He looked like a trembling statue,

 

his wet raven black hair and tattered clothes sticking to his malnourished body like glue.

 

His dead pan stare made it look as though he was frozen in time… and in his mind he was.

 

He had been like this for weeks now. on top of this building, looking out at the faded brown light still emanating from the floating light poles. shining over the flooded city and under the night sky.

 

rotating his head and body in a slow mechanical movement, He lifted himself off the ground. and made a practiced pace to the right side of the building And looked over to see how high the water had risen.

his face a slate of no emotion thee entire time…

His eyes found a crack next too his feet… it was no bigger than an inch, it was always there exactly the same never changing…

But then it did, widening… spreading… and then caving.

Along with the building under his feet. Faster than he could react, the jagged building began to topple over.

 

Plunging into the thrashing water,

 

Snow turned and ran left reaching for the pole protruding from the building's inner foundation. But he couldn’t fight gravity and his body submerged, assaulted by jagged rocks and shrapnel cutting into his pale flesh,

 

Tattering his clothes and leaving him more exposed, almost naked.

 

Using all the strength left in his cold and weak body. He fought the waves

But his lungs were giving,

and soon the pain of a piece of shrapnel plunging deep into his thigh sent blazing pain throughout his body.

he let out gargled screams; water entered his eyes, mouth and lungs.

He fell deeper into the rushing water, his body twisting with the waves, until they rammed him backwards into a large platform of rock, knocking him unconscious.

 

but that lasted only a few moments…

 

The pain in his thigh, the shrapnel still assaulting him it all drug his mind back from the darkness.

 

And With pure adrenaline, Snow reached behind grasping onto the edges of the platform. His arm and body opposite to each other, he rotated himself along the side he wasn't on, To face the water rushing towards him.

 

The pushing force and gravity pulled him and the stone platform upward.

 

After a few long and agonizing moments of twisting, plunging and rising with the water,

 

he and the platform finally broke free. Feeling the furious air assault his body and eyes and fill his lungs.

 

He coughed and vomited violently onto the cold wet stone… still drifting fiercely, with the water.

 

He gave himself a few moments to gather his vigor and calm his trembling.

 

still holding on tightly, he lifted his head slightly to see where he was. All he could see was the jagged buildings climbing high on both sides of him. He was obviously in a street, although he couldn't see the ground, The layout made sense for it to be so.

 

Laying his head down slowly and rotating down to look behind him, there was a massive cathedral. Relief and hope burned in his tired body and beating heart.

 

There was nothing blocking his path to the cathedral. Letting out a cold shaky breath, Snow closed his eyes and rested, giving himself more time to collect his mind. After more than 30 minutes of drifting and shivering,

 

he crashed into the half-submerged stairs leading to the cathedral. He didn't account for how fast his stone platform was actually moving.

 

Which cost him a few broken ribs. Laying on the vast pagoda of stairs, Snow let the fatigue of the last few moments- no the last few weeks wash over him,

 

and plug his mind into darkness

Okay, your first paragraph is great, especially with the juxtaposition we see for the main character. Makes for an excellent hook.
