For eons, Earth had only two main and accepted genders, male and female.
However, three centuries ago due to a widespread disease hat result in humanity teetering at the edge of extinction, a new class of genders appeared in every human as humanities dying kicks to save itself.
These genders were Alpha and Omega, classifying humans into female alphas and omegas and male alphas and omegas.
This further classification brought further division among humans that resulted in less humane ways to curb the division, especially for the more aggressive alphas who acted more like deranged animals than humans.
The solution to a better Earth was agreed to by a majority of the population was to muzzle alphas.

If they acted like animals they shall be treated like animals.
