The Church found that not every witch had a connection with the devil. There are others whose powers the Church began to regard as 'grey' and saw the benefits for themselves. The Church began to stigmatise "grey" witches and recruit them for cooperation.
And the search for witches and other dangerous creatures is something the Church prides itself on being its most successful project. The "redeemed souls", criminals and scum that the Church has stigmatised and "reformed". Now these Unholy Hunters do as they are told. The brave warriors of the Church, or its left hand, doing the dirty work while the right hand prays in chapels.
