In a world of destruction and food wars, Raku, a boy of mysterious origin and alone, lives in a dumpster, with the help of dr.andrew and his helper Nett. All from the southern district of the federation country. Life no longer exists, only pain and loneliness, and the only way to get something to eat is the famous air-aid boxes that the federation sends out every month.
