There is certainly some crudeness evident on the page, as I was struggling a bit to acquire control of my brush and my overall technique. However, I am really pleased with the layout of Man-Shrimp's little dance and thought the eels turned out fairly decent.
Story-wise, I was dropping a few subtle hints here:
First, Man-Shrimp has a very carefree, joyous personality.
Second, as also evidenced by last page's "A Man-Animal! We'll be famous! Or we'll die!" comment, everyone in this world knows about Man-Animals. And, sure, it would be fun to "hang out" with the Avengers or the Justice League, but it would also be VERY DANGEROUS!
Third, the Eel-luminati are the first hint of the EVIL lurking at the bottom of the ocean, THE SQUID. You can see from their conversation that The Squid (the eel's master) is interested in acquiring Man-Animals. And, in fact, back in 1999 he was already making quite a collection, as the majority of NEW Man-Animals were being born in the ocean, hybrids of humans and marine creatures.
[cue suspenseful music.]
The result of a freak accident which conjoined shrimp fisherman Les Clay with thousands of netted shrimp, forming them into one unique being, the Delectable Man-Shrimp has long been a champion of the watery world. However, the tides have changed in recent years. An ancient evil has taken hold of the ocean's depths. Man-Shrimp's friends and allies have died or vanished, leaving our diminutive hero to languish at the bottom of the sea. Will he rise up and meet the challenges that lie ahead?
