The world is overrun with Spooks, ghosts unable to crossover into the afterlife. There are a few rare people called Inspectres that are able to shove Spooks into the afterlife. Inspectres belong to the Shiver Bureau, a self governed group that have gained considerable power over the years due to their abilities.
Pickle is one of these Inspectres. Slowly he begins to learn that there are more things to be afraid of then just Spooks.
