So, basically, Jevil was under someone else's control for a while, just like Kris and Spamton. He caused massive amounts of destruction before being locked in his cell. Eventually, his puppeteer lost interest and left Jevil to his own devices. The strings were still there, but no one was pulling them anymore. He was free.
