Time travel always has consequences, intentional or unintentional. When the overthrow of Confusion's royal family was thwarted this time around, they still abdicated their power in 1884. There was no formal government for 3 years, but this time, order was maintained with an informal system with the help of Aurora and Susie Mae, who were community organizers in public, and secretly were magical vigilantes. Alas, the great power struggle that they also tried to avert still happened, because they were seen as having too much power.
