Wayne’s creepy cousin Frank, everybody! Daniel apparently went through a lot before being put in the ground, and Frank dished out most of the punishment on the poor guy. This also happened in the building they are now in.
Frank was kind of designed with 1930s and ’20s mugshots in mind (though no specific picture). He’s supposed to look like a criminal who dresses fancy.
